Internalization of external and infrastructure costs related to maritime transport in Sweden

چکیده
The use of maritime transport is associated with external costs such as those related to greenhouse gas emissions and air pollution. If corrective taxes, fees or regulations are levied on the production services, these become internal decision-makers will take into account full social cost transport. Shipping subject less incentive-based regulation than e.g. road transport, but Sweden represents a relatively unique regulatory case its national system fairway dues, which differentiated according environmental performance ships. central question posed in this paper whether Sweden's internalizing policy measures proportion societal generated by traffic Swedish waters. Using dataset comprising all vessel movements territorial waters during year, we estimate marginal infrastructure find that, depending set unit values applied, degree internalization ranges between around 53% 90%. We also evaluate effects recent re-appraisal CO2 official guidelines for benefit analysis show that under new recommendation significantly lower: 23–28%. Because varies different shipping segments, uniform increase charges currently place not recommended. Instead, highlight other, more appropriate instruments may be needed.

External costs of Transportation Case study : maritime transport
A sustainable transport system needs a cost accounting and full cost-pricing systems reflecting economicfactors which originate from transport activity inhibiting sustainable development (namely, externalities; spillovereffects and non-priced inter-sectorial linkages; public goods; uncompetitive markets; myopic planning horizonsand high discount rates; risk and uncertainty, irre...
متن کاملEffects from consistent internalization of external effects from transport and manufacturing – a CGE analysis for Sweden
This paper uses a static, small open-economy computable General Equilibrium (CGE) model of the Swedish economy to study the effects of consistent internalization of external effects from transport and manufacturing. We look at eight policy scenarios: first a fully implemented Social Marginal Cost Pricing (SMCP) in manufacturing, sea and air transport, road transport, and rail transport; and the...
متن کاملInfrastructure, Geographical Disadvantage and Transport Costs Non-technical Summary: Infrastructure, Geographical Disadvantage and Transport Costs
The real costs of trade – the transport and other costs of doing business internationally – are important determinants of a country's ability to participate fully in the world economy. Remoteness and poor transport and communications infrastructure isolate countries, inhibiting their participation in global production networks. Recent liberalizations have reduced artificial trade barriers, and ...
متن کاملFixed Effects Estimation of Marginal Railway Infrastructure Costs in Sweden
New railway legislation in Sweden has increased the need for transparent access charges on the Swedish railway network. We estimate cost functions for infrastructure operation, maintenance and renewal in the Swedish national railway network, using unobserved effects models and calculate marginal costs for railway infrastructure wear and tear. We find evidence of unobserved fixed effects at a tr...
متن کاملInfrastructure , Geographical Disadvantage and Transport Costs
We use several different data sets to investigate the dependence of transport costs on geography and infrastructure. Poor infrastructure accounts for 40% of predicted transport costs for coastal countries and 60% for landlocked. Landlocked countries can substantially reduce their high transport costs through improvements in own and transit countries' infrastructure. Analysis of bilateral trade ...
